Schedule and Structure
FTAs must commit to one or two training audits to be scheduled in 2017 and early 2018. Each training audit will require approximately 25 days of work, consisting of:
- Up to eight days of intermittent prep and follow-up with the audit team, conducted via email/telephone/teleconference.
- Four consecutive days onsite, immediately preceded by one travel day and evening team meeting, followed by one travel day with a training team meeting in the morning of the last day (six days total); and
- Up to 11 days of post onsite follow-up
- Some FTAs will have the additional opportunity to provide up to 20 hours of follow up technical assistance to the host facility.
Each FTA will be expected to mentor/supervise (in collaboration with PRC and DOJ staff) six audit trainees per training audit at a volunteer facility. Each FTA will work with his/her team of CATs to develop an interim report and corrective action recommendations for the training audit facility. The FTA is responsible for reviewing each CAT’s draft portion of the interim report and providing feedback, writing a portion of the report, as well as participating in preparation and consensus calls with the team. The PRC anticipates that each audit will also be supported by a secondary FTA, who will share some portion of the mentoring of CATs or report writing, and/or the follow up technical assistance for the facility.
Within 60 days of the completion of the training, all FTAs are required to submit a full performance assessment of each CAT that he/she supervised, which will summarize the strengths of each CAT as well as areas in need of improvement.
Requirements
- Demonstrated experience with the PREA standards, interpretation, and implementation.
- Demonstrated training experience.
- Supervisory and mentoring skills and/or experience.
- Must have previously conducted and documented at least two PREA compliance audits.
- Must be able to demonstrate proof of professional liability insurance.
Compensation
- Depending on experience, up to $550/day for compensation for all days worked (including days onsite, prep, and follow-up).
- Up to $2,500 for travel, lodging, and other approved expenses per pilot and training audits (reimbursable per federal per diem guidelines).

Structure and Expectations
Once selected, teams of six CATs will participate in training audits under the supervision and guidance of 1-2 Field Training Auditors (FTA). As part of the FTP, CATs will interact with facility staff, review documentation, conduct interviews, review files, participate in corrective action recommendation development, and draft an interim written report to provide to the training audit facility.
Expectations of CATs include the following activities.
- Complete online application.
- CATs should be able to commit to all 17 weeks of the FTP. The full training audit includes the pre-audit phase (about an 11-15 hour commitment over eight weeks), the onsite audit (one week), and the post-audit phase (about an 18-24 hour commitment over eight weeks)
- CATs are expected to participate in the full training audit experience, which includes, but is not limited to, the following activities:
- Participate in communications with the FTA throughout the FTP.
- Complete assigned pre-audit assignments, document review, analysis, and follow up.
- Use the audit instrument and properly document work as requested.
- Participate in a six-day (Sunday through Friday) onsite training audit that includes:
- A Sunday evening gathering with facility leadership;
- In-briefing and exit meeting with facility leadership;
- Facility tour, document review, and staff/inmate interviews; and
- Debrief meeting with the FTP team.
- Complete online application.Submit requested documentation to the FTA for review on time.
- Develop corrective action recommendations with the FTP team.
- Complete assigned sections of the interim report.
- Discuss the process for submitting the interim report and corrective action recommendations to the facility.

Financial Assistance
To assist with the costs of participating in this learning opportunity, the Bureau of Justice Assistance, through the PRC, will reimburse CAT travel expenses up to $1,500 for the onsite portion of the training audit. Such expenses may include ground transportation, airfare, lodging, and/or meal per diem in accordance with federal guidelines. Please keep in mind that depending on which training audit you participate in and the travel costs associated with that location, $1,500 may or may not cover the full cost of the trip.
