Editorial: Perry should work with feds to reduce prison rape

Two curious things happened last week involving Gov. Rick Perry and criminal justice.

First, the positive one. Perry received the Governor of the Year award from the National Association of Drug Court Professionals. When Perry took office, Texas had only seven drug courts. Now it has 122 drug courts and 12 new Veterans Treatment Courts.
