Joshua Delaney is recognized as a top national expert on PREA and has 18 years of experience at the U.S. Department of Justice enforcing the Civil Rights of Institutionalized Persons Act (CRIPA) and the Violent Crime Control and Law Enforcement Act of 1994 in adult and juvenile detention, correctional, and residential facilities, with an emphasis on sexual safety in confinement.
Mr. Delaney was a Vice Chair of the Attorney General’s Prison Rape Elimination Act (PREA) Working Group that finalized the DOJ PREA standards, served on the subsequent Federal PREA Working Group, has been faculty at almost every PREA auditor training, and has conducted numerous national and regional training sessions and webinars on the standards and the auditing process.
While serving at the Department of Justice, Mr. Delaney received the Attorney General’s Award for Distinguished Service, the National Partnership for Juvenile Services’ Hammergren-Dunlap Distinguished Service Award, and numerous Special Commendations and other awards from the Department’s Civil Rights Division.
Prior to joining DOJ, Mr. Delaney practiced complex litigation and regulatory affairs at the law firm Wilmer Hale. Mr. Delaney received a Bachelor of Arts from Georgetown University and a Juris Doctor from the University of Baltimore School of Law.
