Mary Dozier is currently the PREA Coordinator and Director of Accreditation for Marion Superior Courts in Indianapolis Indiana and has been with the court for five years. Prior to taking on this role she was the Field Training Officer for the detention center for two years.

Brian has been a juvenile justice practitioner for 25 years and is the Director of Peoria County Probation and Court Services. He was previously the Superintendent of the Peoria County Juvenile Detention Center in Peoria, Illinois. Throughout his career, he has held several positions within Court Services. In 2017, his facility was the first juvenile detention center in Illinois to be certified by the Department of Justice as PREA compliant.

Valencia Boyd is currently an Inspector in the Los Angeles County Office of Inspector General (OIG). Valencia has held various positions within the OIG including, Investigator II and Community Liaison, and has worked for Los Angeles County for over 15 years. Valencia currently works in the Custody Oversight Branch investigating, monitoring, and auditing the Los Angeles County Sheriff’s Department.

Rebecca Bowker is an Executive Officer with the Iowa Department of Corrections. She has been instrumental in the interpretation and implementation of the Standards at the Men’s Maximum Security facility in Iowa for the last 14 years. She is a key member of the Statewide PREA advisory committee and assists in preliminary audits throughout the state. Her daily duties involve being the PREA Compliance Manager, training staff and inmates as well as numerous other duties that are grounded in sexual safety. Rebecca is a certified PREA auditor for adult facilities and is certified to conduct NIC Security Audits.

Heather is currently the Sr. Director of PREA Programs and Compliance at CoreCivic where she ensures compliance at over 50 facilities nationwide. Those facilities include a variety of County, State, and Federal contracts at prisons, detention centers, and residential reentry facilities. She enjoys helping facilities reach compliance goals through teaching and coaching.

Prior to working in the private sector, she spent nearly 15 years with the Metro Nashville Police Department, where she
served as a lead Sex Crimes Detective for nearly 10 years and later handled Internal Affairs investigations.

Heather has acted as an agency PREA Coordinator or Assistant Coordinator since 2017.
