James has worked in Juvenile Justice since 2005, and currently serves as Compliance Officer with the Dallas County Juvenile Department. In this role, James is responsible for conducting administrative investigations related to allegations of abuse, while also having internal oversight duties to maintain compliance with state and federal standards. James has experience within juvenile facilities, alternative education programs, juvenile probation, diversion courts, and victim advocacy.

Charles is currently a Criminal Investigations Manager with the Georgia Department of Juvenile Justice Office of Investigations, where he manages the PREA Unit and has been with the department for seven years. He also serves as a state sexual harassment investigator for the state of Georgia Inspector General's Office. Previously, he was a police officer, police lieutenant, and criminal investigator for more than 21 years.

Rosa was the Statewide PREA Coordinator for the Tennessee Department of Children’s Services for seven years. In this position, she oversaw all PREA activities in the state operated facilities, and assigned all PREA investigations in all contracted juvenile facilities across the state. In addition, she provided PREA technical support and training for the contract providers. In addition, she conducted mini PREA audits in state and contractor juvenile facilities. She has more than 20 years experience in the child welfare and juvenile justice systems.
