Daniel is a DOJ-certified auditor for adult facilities, and has been certified since 2018.
From August 2021-April 2025, Daniel was a senior program specialist with the National PREA Resource Center (PRC) working primarily with the Field Training Program. Prior to joining the PRC, Daniel was the assistant jail superintendent at the York County (ME) Sheriff’s Office and was responsible for overseeing training and conducting investigations. During his last year with the Sheriff’s Office, Daniel was the acting jail superintendent.
Previously, Daniel was a police officer for the Wells Police Department where he worked for nearly 18 years. During this time, Daniel worked a number of assignments which included detective, school resource officer, and patrol sergeant. Daniel worked to create and maintain positive relationships between young people and law enforcement to help reduce the likelihood of them becoming involved in the justice system.
Daniel holds an Associate’s Degree in Criminal Justice.
Monica DiGiandomenico is a dedicated and seasoned professional with an earned master’s degree and over 15 years of progressively increasing responsibility in project management, training, and technical assistance, audit quality, assurance, and compliance, criminal and civil investigations, community outreach and engagement, policies, and resource development.
Currently, Monica is a Senior Program Specialist at the National PREA Resource Center leading the zero-tolerance culture change initiative. She made significant contributions to programs like Field Training, Auditor Oversight, and Auditor Continuing Education and Support Programs.
Previously, was a Sexual Assault Response Coordinator for the Department of the Navy implementing and assessing the effectiveness of the Sexual Assault Prevention and Response Program. Earlier, Monica was the PREA Coordinator for the Virginia Department of Juvenile Justice responsible for leading the department’s efforts toward PREA implementation and compliance. Time before that, Monica was an Investigator for the Department of Justice’s Civil Rights Division, where she investigated and protected the civil rights of people who are incarcerated. Monica has had the opportunity to work for both sides of the judicial system as a law enforcement officer and criminal defense investigator. Carla is currently the PREA Coordinator for the Texas Juvenile Justice Department. Prior to this position, Carla was a Compliance Officer/PREA Compliance Manager at the McLennan County State Juvenile Correctional Facility in Mart, Texas, a facility of the Texas Juvenile Justice Department. Through her coordination and guidance, the facility did successfully achieve PREA compliance including receiving four exceeding standard ratings. She has also assisted in auditing nine (9) juvenile detention facilities in Texas since 2016. Carla has been employed with the Texas Juvenile Justice Department for twelve years.
